UNESCO was apparently judging world leaders. Nobody told UNESCO.

THE CLAIM
UNESCO declared Narendra Modi the world's best prime minister.
Summary of the documented claim, not a verbatim quotation.False attribution: UNESCO does not award this title.
Back on planet Earth.
BOOM documented the circulating congratulatory message and traced the accompanying photograph to an older image of Modi as Gujarat's chief minister. The photograph was real; the award attached to it was not.
The report cites UNESCO's response to AFP that it neither ranks political leaders' performance nor grants a best-prime-minister distinction. This finding concerns a specific invented institutional endorsement, not an assessment of Modi's record. A portrait and a congratulatory caption do not add up to an award citation.
The trophy cabinet is ready. The award still needs to exist.
